He manages the municipal retail separately managed accounts (SMAs) and provides management support for the municipal institutional SMAs and intermediate strategies. James is a vice president and an Investment Advisory Committee member of the Tax-Free Income, Tax-Free Short-Intermediate, and Summit Municipal Funds; a vice president of the State Tax-Free Funds; and an Investment Advisory Committee member of the New Jersey Tax-Free Bond and Maryland Tax-Free Funds. James is a vice president of T. Rowe Price Group, Inc., and T. Rowe Price Associates, Inc. James’s investment experience began in 2007, and he has been with T. Rowe Price since 2008, beginning as an investment counselor in the Paramus, New Jersey, Investor Center. After that, he was an associate portfolio analyst and then a senior portfolio analyst in the Investment Specialist Group, responsible for covering the municipal and taxable low-duration strategies. He also was a desk quantitative analyst responsible for quantitative support across the municipal franchise. In 2020, James became an associate portfolio manager and in 2021 he assumed his current role. Prior to T. Rowe Price, James was employed by Ameriprise Financial as a financial advisor.

He earned a B.S. from Guilford College and also has earned his Chartered Financial Analyst designation.

Rowe Price Associates, Inc., a member of the firm’s Management Committee, and chairperson of the Fixed Income Steering Committee. Since assuming her present position in April 2004, she has overseen the portfolio strategy, research, and trading functions for all fixed-income portfolios. She also has key investment management responsibilities, serving on the Investment Advisory Committees for a number of fixed-income mutual funds and institutional portfolio strategies, including the firm’s Asset Allocation Committee. Ms. Miller has spent her entire 25-year investment career at T. Rowe Price. She started at the firm in 1983 as a municipal credit analyst, becoming a municipal portfolio manager in 1988 and progressing to manager of the Municipal Bond Department in 1996. She was promoted to assistant director of the Fixed Income Division in 2001, overseeing investment-grade portfolio management. Prior to joining T. Rowe Price, Ms. Miller was a research associate for the Urban Institute of Washington. Ms. Miller earned a B.A. in government from Cornell University and a Master in City and Regional Planning from the University of North Carolina at Chapel Hill. She also has earned her Chartered Financial Analyst accreditation.
